
Dr. Mark Hoover
Managing Director, Centureum Global Risk
Dr. Mark Hoover brings over three decades of experience in public safety, law enforcement, security, and emergency management to his role as Managing Director of Centureum Global Risk. As a Special Agent with the U.S. Department of State’s Diplomatic Security Service, he designed and managed protective programs for U.S. embassies and high-profile dignitaries around the world, living and working in Africa, the Middle East, South America, and other regions.
Domestically, Dr. Hoover has held key leadership positions, including Deputy Chief of Law Enforcement and Homeland Security for the California State Office of Emergency Services (CalOES), Deputy Chief Sergeant at Arms for the California State Assembly, and as a police officer with various college and university police departments. He is the former Director of the National Criminal Justice Command College (NCJCC), a respected leadership program delivered in partnership with the Virginia State Police, and has taught as an Assistant Professor at the University of Virginia's Master of Public Safety program.
His extensive portfolio includes developing security, emergency management, and risk mitigation strategies for legislative offices, state capitols, U.S. Ambassadors, members of Congress, royalty, colleges and universities, schools, nonprofits, and faith-based organizations. Dr. Hoover’s broad experience and deep expertise enable him to deliver practical, effective solutions that enhance safety and resilience while supporting the mission and goals of each client.
